The server console prints a line like this.

What the console says

<resource> is NOT up to date
Your Version: <current>
Latest Version: <latest>

What it means

<resource> is on <current>; <latest> has been released.

How to fix it

Download the current build from the vendor portal and re-drop the resource.
Merge your config forward by KEY SET — never file-copy the vendor config over a live one, it ships stock values.
Re-drop escrow resources even when the version string looks unchanged; vendors ship silent fixes.

When it is not this

Being behind is NOT automatically a fault. A pinned version is sometimes deliberate, because the newer build broke something or reintroduced pay-to-win defaults.
